As promised, my post on the Prosedur Kahwin. Since this post is very factual (bleh), I'm just gonna go straight to the point.

Scenario 1: Both bride-to-be and groom-to-be are from the same state.
If you and your partner falls into this category, then Good Job on finding the man of your dreams from the same state! Yes, this makes things so much easier. All you need to do is:
Step 1: Meet the Penolong Pendaftar. This can be the Tok Imam/Tok Kadi.
Step 2: The Penolong Pendaftar will verify that both you and partner are from the same state. Usually, they will use your I/C as proof that you are indeed living in WIlayah. If the address in I/C is different, you can give other supporting documents as proof.
Step 3: Combine your application.
Step 4: Meet the Pendaftar to get the Kebenaran Bernikah. The Pendaftar is basically people at the Jabatan Agama, I think.
Step 5: Once Kebenaran Bernikah is obtained, then what else are you waiting for?! Kahwin lah, ape lagi tunggu :p
Easy peasy right?
